I have heard from Matt Cutts regarding his views about the quality of a directory, here it is:

a. If a directory accepts all submissions and none of it is rejected, it is most probably a low quality directory, similar to a link farm.

b. If a directory accepts some fees, it could be a sign of quality directory as long as they used it for human editorial review.

These are the two major views I learned when choosing a directory aside from the two most common: DMOZ and yahoo.

Those are very good articles. I do agree that submitting to directories shouldn't be left out - aside from a good source of quality links, you can also gain traffic from them. Traffic from directories are minimal but are mostly targeted

Also it is important that you submit your site in the right category . Submitting in right category esp important if you submit to free directories. Most editors of free directory dont care to move your site to right category and simply deny to approve.

To find the best category available in a directory, if you are not sure where to submit your site,search the directory with your keywords and check where similar sites are approved and submit there.
