Balancing Inbound and Outbound Links
One of the most important aspects of Search Engine Optimization (SEO) is link building. Any SEO worth his or her salt will help the webmaster understand and achieve quality links. Since every one of the search engines relies upon backlinks to help determine the relevancy score of a particular website, it is usually part of any SEO consultant’s work with a webmaster, even though the weight that search engines give to backlinks may vary greatly.

Absolutetly.
Many people are far too hung up on not linking out from their site in case it loses weight or leaks PR. When you think about the logic behind it, the way I try and describe it is this. If a site has 100 links out from it to relevant sites and another site that is very similar only has 2 links out of it, which one would be more likely to provide an answer on the topic? The answer is of course the site with more of a resource about that particular topic and search engines see it this way too. This extends to (but to a lot lesser extent) linking to relevant pages from relevant sections internally. A lot of bennefit can be had from internal link structure optimisation.
