sometime it's kind of funny and amused to see average joe's blogs have a higher PageRank than that of some of midium-sized organizations' websites.

Average Joe's blog has a higher PageRank because Average Jo and Average Jane are more likely to link than medium sized organization's traditional websites. ;)
PageRank is a function of quantity and quality of incoming links. Bloggers are free and generous linkers.
