There are some new features that are a lot more like the best parts of Google AdWords like geo-targeting, quality score ranking, and a/b split testing ads. It is better than it was functionality-wise, but still not as good as it could be. If you choose to use ppc as a part of your marketing mix, Yahoo! Search Marketing should not be ignored, but used proportionally, only after you have your AdWords account created, fleshed out, and tested throughly.
Right now (might not be forever) you can send Yahoo a bulk upload csv of your AdWords account structure and they will upload the naming convention, keywords, and ads to their system.
To download your AdWords account, you need the AdWords editor, which you can find easily by typing it in Google.
