Increase cost per click?

Hi all,
my web site get avg page impressions=5000
my click through rate 6%
but my cost per click avg is 0.03

my site about arab celebrities

please i need any advice for increasing my cost per click

Can we get better ppc ads in pour webs?
Google does not show in my webs top paying advertisers, if there is a list of 50 ads, my pages never show the first top ten.
Does Google reserve those clicks for themselves?

One trick may be to change some of the text in the title tags of your more highly visited pages. If you can change the words to some more high paying keywords, you may realize that the CPM goes up dramatically.

Google tends to pull ads based on the KWs in your URL and your title tags.
