Embedding PPC ads into programs (exes)

Are you allowed to add ppc ads to programs? Like say if limewire wanted to have google ads, could they have them right on the exe?

none im totally new to this, and dont know what the good ones are out there ;\ i know google dont allow it, says so in thier toss. I have talked to adbrite, they dont seem to have a problem with it. Any other suggestions?
