Deceptive ads or other motive?

Someone has placed PPC ads that point to our site. Some of the keywords are legit and others are deceptive. But all the ads are pointing to our site and I want to know:
  1. Why?
  2. How can I find out who is doing it?

so your telling me that someone has taken out paid listings that point to your site and you are now getting free traffic from search? you can contact google and give them the kword that was used to have their ad pop up and then prove that you own the site it is linking to and they will remove it, but Im pretty sure as long as its not overloading your server that I would keep quiet and keep getting the free traffic, cant complain about free traffic

Yes...someone is paying for traffic to my site. I know it sounds bizarre, that's why I asked. I guess I was wondering if there can be ulterior motives for doing so? Like trying to sabotage adwords (if we did them) or affect our pagerank.

If I did want to contact Google, where would I even go?

1-866-246-6453 ( adwords number you can complain to anyone in their and they will help you)

oly ulterior motive, I Can possibly conceive as even being ulterior would be that maybe the ads are completely irrelevant and are spam thus by having your domain in the ad it would hurt your site, but this can be countered with the fact that adwords has nothing to do with page rank, and if google has a problem with you ads they just pull them when they feel like it. so i would say unless the ads are completely a joke and you feel its hurting your site, then call, but if they look like legit ads and someone is just promoting your site then let it run .... nothing like someone else paying for marketing

You will have to call google and say someone is usines adwords is spamming your site or whatever you want to say they are doing, promoting your site without your permission etc., but make sure you have a few keywords that makes the site come up when you call, tell them that, make sure they see it while your talking to them on the phone, then you will probably hae to prove the site is actually yours, they wont tell you who is doing it but they will remove it
