Buy Directly Traffic

I m curious if someone else tried to buy directly traffic (e.x. from FullTraffic.net) for his site and if it was effective way for traffic. When I tried to use a package (the cheapest one) with 25 thousand global visitors, I must say that the traffic that I got it wasn't so effective but I saw a little increase to my SE rankings.
Now I want to use the category targeted package.
Pls, tell me your point of view.
