    Question about city restaurant/biz directory

Let's say I have a city directory site w/ hundreds of meta titles that each feature a restuarant or biz name + "in (name of city)" , will googe penalize me for duplicate meta titles? Should I mix up the reference to the city in the meta title?

Not looking at your directory, I think the following works best:

    Restaurant Guide
    ...State
    ......City
    .........Restaurant Name

That way the titles of the restaurant is listed in a category that uses the title of the city which resides under a category that used the title of a state.

however I think it's a waste of title space the way you've explained it but I don't think you'll get any penalty for it.
