Niche/Local Directories vs. Directory Quality

I have a query about whether it is excusable to submit to lower quality directories if they are local or niche directories?

For example, lets say, hypothetically speaking, I wanted to post my new CRM software in this specialized CRM directory. The directory doesn't have ads apart from Adsense. Inclusion in the directory appears to be by payment (there is no mention of your site being reviewed by an editor) and premium positioning is offered. The site's design has a professional look (nothing cheap).

Many specialized directories are similiar to the above. If the above would have been a normal, general directory, I wouldn't sign up because I know that some of the above characteristics are deemed unfavourable by Google (which is my main concern). On the other hand, submitting to niche directories is often encouraged...so would it be excusable in this case?
