Wether or not it is a good service depends on a lot of things.

Are they really unique directories?

You need to ask the following questions

Will you use my Title and Description.
Can you use a URL that I specifiy?
Are they static text links?
Are they dynamic tracking URLs?
Do the links have the no follow attribute?
Are the majority of the directories on the same C Class IP address?
Are some of the directories mirrors of the other directories?
Do any of the directories screen scrape other directories?
Can I have a list of the directories?
Will the directories be related to my web site?

If the answer to the majority of these questions is no then I would suggest it is not good value.

Any static HTML text link without a nofollow attribute is worth some value. So depending upon the value of the directories and your target market it may or may not represent value.
