Hi,

I don't have the time, but I do have the budget and therefore I am looking to pay for a company to do some manual submissions to some web directories.

What is a good one to use?

How can I be sure that they manually submit to the ones they say they have?

If that so why don't you just find an outsourcing company/seo
to do the promotions for your site instead of auto submission.
You can be sure that the result is accurate. Just a thought
