I think our social media team (I refuse to call them by the official title of "gurus"...) use SocialOomph.

From what I gather, it's an automated programme where you can set it to follow people from other accounts or a particular interest, then set it to unfollow if they don't respond or if you want to keep a healthy follower/following ratio up.

Seems pretty effective at getting real and relevant people to follow you.
