More outbound link decrease the ranking of keywords

If we use 10-20 outbound link with No-follow tag on single page. It is good or bad.

Every link regardless of nofollow or follow dilutes the page rank being passed on each link, so if they are outbound links then your giving away page rank.
So yes your site loses page rank the more outbound links you have so bad.

Are you sure about nofollow, as I understand it nofollow doesn't pass any juice.

I am 100% but maybe I should have explained it better. I know you fully understand how it works text-ok but for the original poster I will try again.

Page rank or link juice is passed to receiving pages via follow links only, however the amount passed to each page is the page rank a site has divided by the total number of links on a page (including nofollow).
It does not matter if is any of the links are follow or no follow the calculation is the same, 10 links on a page will divide the available page rank by 10.

Link juice will only flow along the follow links and the no follow links just loose the link juice.

Having extra links on a page like you described (lets say an extra external 5 links) would mean all links now on a page will only pass 1/15th so your own 10 internal pages now will receive less page rank which in turn will weaken your other pages on your site.

One note on counting your links on a page, these are ALL links so that includes navigation and footer links as well.

    Hopefully that explains it better.

I found this image which hopefully explains it better than 1000 words.

In this image with 3 links 1/3 of the page rank is passed, if the nofollow link was removed the remain 2 would receive 1/2 of the link juice.
The fact the links point internally or externally does not matter, the passing of link juice works the same.

Sorry no they have not removed it, They just dont publish it any more.
Page rank remains the single most important thing that directly effects your sites ranking.

Page rank has become the unknown element when looking at page rank sculpting, Moz have attempted to fill the gap with their DA/ PA scoring system but I am afraid that has many flaws.

Any outbound liks external or internal links however dilutes the page rank being passed on each link, .
