Every year David Mihm produces a report on Local Search Ranking Factors. Its modeled on a similar version for all SEO produced by SEOMoz, but is strictly about local search.

2 points.

A). The basics behind local search this past year were not dramatically different from last year, according to the survey.

B) The survey questionnaire went out before google places morphed into Google + Local. I bet responses would have been different with more emphasis on "social signals" especially those from google +.

Yup. Share an update no longer works, Additional details are no longer displayed, some businesses were put into new categories which affects their rankings, Reviews from 3rd party sites are being displayed once again, +1 on pages, +1 on photos, comments on photos, sharing photos.

I think the social activity will definitely become more of a factor.
