There are currently 2 different local ranking algos, but the one that's most common right now is the 'blended' algo.

With the blended algo there are in my estimation about 300 ranking factors. The most important of which are regular organic ranking factors.

Yes you need citations and reviews help some. And you also need a well optimized Google+ Local page that is free of violations.
(Google is penalizing non-compliant listings in a variety of ways which includes more aggressive ranking penalties.)

So again you need to have everything above well optimized, but what moves the needle most is doing an exceptional job of LOCALIZED on-site SEO.

David Mihm's Local Ranking Factors is pretty much considered the bible for SEO, so if you want to learn more I'd study this doc in detail.

What else do you guys think is important?

The Place page title CAN'T include KW and city unless that's actually part of the name. The title field can only include business name.

Adding KW and location there is the #1 reason listings get suspended.

So even though it may be a bit of a ranking factor, you can't just add it to boost ranking or can get busted and removed.

Google recent zagat acquisition totally change google local optimization process that google used earlier.. Now google more focus on the Reviews and the listing of the business with correct details in famous citations sites ( like hotfrog, yellowpages, bing business etc).

It has been assumed that Google updates its ranking after every 3 to 5 months.

citations are considered to be web documents with the businesses critical location information. That is summarized to equal Name, Address, and Phone Number or NAP.

    For instance:

    Name: John's Bike Store
    Address: 100 Main Street,
    Metropolis, NY, 10004
    Phone Number: 914 -333-1235
