Where to place external links

I would like some advice please as to the best page on which to add your external links to other websites.

On some of my sites these links are at the bottom of my home/index page, whilst on others I have created a specific links page to other websites.

Whilst doing a bit of research today I came across an seo company that has approx 30 client sites listed on their home page.

All these sites link to each other and these links are on every page of each website ie, home page, about, faq, contact and every product page.

All these sites have good serps/pr/backlinks.

Is this legit or spammy, or would you recommend adding and seeking external links on every page of a website?

Well there is not really one correct answer for every website solution. It comes down to a lot of different variables but I can recommend the following:

- In most cases, I would not provide links on your home page unless the linking partner is reciprocating the link from their home page.

- Set up a link directory with categories and place your linking partners within topic categories (similar to DMOZ or Yahoo!)

- Try not to bleed your PR (linking to a whole bunch of websites on your home page without having a link back)

- Try to link to sites that have a PR4 or above
