Link bait is some type of content designed to get a lot of people to link to it. So it means using content to entice people to link to you, essentially .
Typically it is something either very humorous, very clever, very embarrassing to someone else, an incredible resource, or an amazing widget, or controversial.
Think "Publicity Stunt" in the real world. The "Will it blend" videos on youtube where a company that makes blenders puts marbles and ipods and rubber fishing worms in their blenders to answer the perennial question "will it blend?" is a good example.
Link Bait is often planned to include a start off push onto social sites like Digg and/or Reddit, Twitter, Facebook and often as many as possible. Maybe Press Releases and contacts to sites like Mashable even NY Times.
The idea is to make as much "buzz" as possible and get as many people as possible talking about it. If the content is good, interesting, clever, disgusting, or controversial enough then people will talk about it, tell their friends about it and the site doing it may get 1000 to 50,000 links in a few days.
On a more daily level, providing content that targets the interests of your readers can be considered link bait and while not being "LINK BAIT" can still serve the purpose of getting people to link to it and talk about it.
Even people who have done a few successful link bait campaigns will say they have a few to several failures for each success.
There are several interesting blog posts written and if you do a search for link bait I am sure you will find a few with more detailed advise on how to do them well.
Leveraging off current events, writing a good headline, knowing your targets well. A lot of factors go into it.
