Single IP penalty
I have a number of related sites that are hosted on the same server. I've cross-linked the sites, but I've heard that links between sites on the same sever have little or no value.

As a general rule, it's a load of bunkus. If the link belongs where it resides, then you have nothing to worry about.
If the link was thrown in just for the sake of putting it there (in other words for manipulating ranks), then you have a greater risk of it being worthless (and the further down that path you go, the closer you'll get to it creating harm for your sites).
But, once again, if it belongs there and adds value, then you have nothing to worry about.

Define adding value...? Adding value to the web? (obviously this is what you are talking about, at least I hope so ;-) ) Adding value to the sites being linked to? Keeping links between related sites? I am going to take a stab here and guess that the OP is trying to build links for his other clients by linking from each of their sites. Not an attack, just speculating. Looking to build more clarity for new comers, hence the 20 questions.
Would adding editorial links better suit this vs the standard blogroll or footer links? I'm thinking it would make it look more genuine but eventually Google would catch on.

Clarification:
These are related sites. Let's say a have a site for "best steak houses in Chicago" that's pretty popular.
So I build sites for Best Steak Houses in New York, Atlanta, and Cleveland.
On each site, I'd like links to the others. "If you're a steak fan traveling to these cities, be sure to visit..."
So I think the links are reasonable and relevant. But my question is, will I get SEO "value" from these links if all the sites are at the same IP address?
Based on jsteele823's reply, it sounds like the single IP address doesn't make any differenc.
