How can you issue a press release with links to your site?

I am new at SEO and was curious to know if anyone could help with this question.a

Because some "news sites" will accept press releases which include links to the author's site (assuming the site is topically relevant)!

Ok so you are saying that if I go to a "news site" that is topically relevant. how do you go about doing it? Do you write the article, find the contact us page email them with your article and ask for a submission?
