I dont think pr is important anymore as I see pr3 and pr0 sites in the top10. The only thing I worry about is an established site with lots of incoming links that has pr0 on all pages as this can mean it has some sort of penalty.

Pay attention to how the site has their link pages built. Someone that has a ton on links on one page thrown together is not a site you want to link to. Look for well organized link pages relevant to the site with a controlled number of links per page. Check the site out remember it is not number of links or page rank but the quality of link the site provides you your customers. Too many time we look at a site for our PR when we will do much better to look at a site for your customer. If you are afraid to link to a competitor or themed site your in the wrong business.
