Links on NIL PR pages

I am currently on a manual program of exchanging reciprocal links with industry-related websites.

Although most have an index page with PR3+, usually their .htm or .asp or .php links page shows NIL PR (in my IE Google toolbar).

I have an index page of PR3 and a links page of PR2. Am I benefitting from linking with these sites?

Ignore PR (tool bar PR is not accurate or upto date), the Keyword here is "Relevant".

To answer your question, Yes you will be bennefiting from a relevant reciprocal link just a very very small amount.

You want one way links
You want one way links from pages relevant to your niche
You want one way links using the keywords you want to rank for as anchors

you say "Period" as if that's all you need!
But reciprocal links from relevant sites will help.
Yes one-way links are good but that doesn't mean that reciprocal links are no good... Every little helps and - in my experience - some reciprocals can help a lot.

Just telling you what works for me

I prefer to spend my limited time getting backlinks that really count

That is why for me, it is one way links . PERIOD
