Link Popularity for recruitment website

I run a recruitment website for graduate jobs and have been trying to sort our link strategy out however this art of link building is proving really hard.

Can people advise me on the best solution or sites we could link from, we have a budget to allocate to this but do the traditional link building actions such as:

1. PR submission
2. Blogs
3. Google News

What else can I do or pay to do?

There are many strategies with various costs... some including sweat equity but most of these offer limited immediate returns ... you need to dedicate to the task for a year or more for any real impact is available.

While there are indeed cheaper solutions - my sig link offers a solution where measureable impact for most websites are counted in days.

Great we have time on our hands as we want this to be long term project. We also have a budget to allocate to this but also want for everything to be as good as possible so a few links a month from good sites would be great. We are currently linking from our university partner sites which is impacted nicely as we provide graduate jobs so they are happy to link to us.
