I wouldn't say 'STAY AWAY', but it would certainly be WAY DOWN my list of recommendations!
The problems with buying links from some sort of 'standard' link seller are:
1. Often low quality sites (low PR/with low quality links coming in)
2. Often high volume of links on a page
3. Often they are in a low quality format (footer links etc. as opposed to within relevant content)
4. You will therefore need to buy so many 'paid links', there could become a clear pattern of what you are doing.
Best idea: Hire a REAL SEO
Granted, you probably reckon you know that "I want this keyword and that keyword", but a REAL SEO should not only to do what you are looking to do, but be able to identify new relevant stuff, and should have the ability to get the links you need is a less 'risky' way.
Don't just look at it as "I can't afford to pay a pro because if I rank well for the keywords it will only be worth $xxx", as a real SEO should not only help you to gain your 'original' keywords, but should identify and rank a whole host more!
Look into it.
