There is no specific number of minimum backlinks that will guarantee you a high ranking in the SERPs or a higher PR.

Your ranking in the SERPs is dependent upon the competiveness of the keyphrase and how strong your competition is as compared to your content, keyword relevance, backlink anchor text and the relevacne of the pages that are linking to you.

For PR it is strictly dependent upon the number of backlinks, their PR, and how many other links there are on the linked from page.

Your best bet is to go after backlinks and worry about your SERPs placement. Let your PR take care of itself.

You might look to see how many and what type of links your top competitors have. This would give you some indication of the effort you have ahead of you.
