So paid backlinks no longer work with google?

I have read allot about what people are saying about link building, and i just wanted to ask if this is true now after googles panda and penguin updates.
Should i stay away from paid backlinks period?
Does google actually penalize every site that has used paid backlinks?

    Cheers.

    No...Only the ones they catch.

If you can't tell the good ones from the bad one, you should, and even if you can it's a risk.
Should you stay away...that's up to you.

Good paid links criteria are the same as the criteria of a good natural link like:
    1. a link from a high Page Rank webpage
    2. from the relevant content of the page
    3. Alexa rank should be checked before backlinking of the webpage
    4. the page should not be stuffed with links, not a spammy webpage
After linking you have to track the web traffic from the link you bought and the bounce rate, also check the enquiries from the link.

If you want to buy and sell links, don't focus on PageRank, but on the website's demographics. The buzz and traffic you get from relevant links is much more important to your site or business than a mere metric.

Paid links are like speeding in traffic. You will get busted if you stick out.

Despite what Google and others say, nearly EVERY SEO firm or personally uses paid links.

You need to RESEARCH the links in a serious manner. There are obvious signs that will get you busted such as, having your links under "SPONSORED" or "EXCHANGE" or "BUY LINK" text will set off Google to audit the page.

Ask me how I know, I've just recovered a client who paid for 90 links all with the above terms. The 80 other links were naturally placed and never were detected by Google and are still benefiting post recovery.

    Agreed.

Paid links are just like normal links. Don't stick out.

Each SEO has his or own way of doing it. Some do some outreach and get in touch with bloggers. Others use platforms where bloggers meet, e.g. teliad. Be careful though, these platforms should have an anonymous portfolio, etc...

It's always good to find the perfect mix between getting your content linked naturally (e.g. quality content) and helping the link building with a bit of paid effort

At the end of the day it's all in the ratio of links. Ratio of link types and ratio of anchor text and long-tail URLs. Anything repeating will get you snipped. Eg, JCPenny

If you read more carefully what Matt C. said about paid links you will understand that paid backlinks are sites where you or admins can control anchor texts, widgets, bio, guest posts with false metrics and footers for external links.

When a big website like Mashable, Forbes will write about your website, you can say you have achieved a powerful and natural inbound link.

To achieve that you need a great authority on Google.

Some words to "the criteria for a good link"
Quote of The_Ryan is absolutely right, only I want to add also
    5. Obl(amount of external links shouldn't be high) Seoquake can show such from any page
    6. check external links (is there any spammy ones, or even hacked - both are bad)
