I mean: where's the harm in exchanging a couple of links with a non-related or not so pretty website? Just make sure you give about as much as you receive. Reserve the space on your home page for the best of the best, and exchange with the less-than-perfect ones using your obscure links pages.

Unless you're frantically linking out to pure spam networks - up to a point where the search engines believe that you are part of the network - every link you get helps.

also, i think that we should exchange links with good/quality related website and that can surely pay well, dont you think so? Qualty is important than quantity?

basically he is saying any high quality, high PR link you can get even if it is not related to your site can help you. unless you are linking to obvious spam sites.

Yes, I can imagine that is quite hard if you're not from an English-speaking nation. However, there are tell-tale signs of spam:
    • a keyword density of over 25% (use www.ranks.nl to check)
    • a loooooooooooooooooong homepage with bits of text marked with a bright yellow background
    • a web site or page with titles and headers using CAPITAL LETTERS ONLY
    • a home page with nothing but casino AND mortgage AND web hosting links on it
    • multiple occurrences of the word FREE
    • a site that is blacklisted (use http://www.mob.net/~ted/tools/rbl.php3 to check)
    • a page or site that is months old (use whois.sc to check) but still (or again) has no pagerank, not even PR0
    • a web site with a links page that has no backlinks when checked on Yahoo or MSN search
    • etc etc
