Does this link have any SEO value?

I found a directory for my niche that is PR4 and PA46 at Architecture Week slash links

But when you follow a link on that page it goes to: architectureweek dot com | cgi-bin | dlk?sample dot com

Would that link have any SEO value?

    For them: yes :-)

Please also note they 'frame' the results.

Then again: submitting is free and the submissions are human-reviewed. A link like this might even bring you some direct traffic.

    For them yes?

Does that mean it is a useless link for SEO purposes on my site?

If you're looking for direct SEO value, esp. concerning Google (Pagerank?), then the answer is that there isn't any.
Unless Google have substantially changed their link algos recently (of which no one can be sure yet).

The link on the links page points to a script that generates a frameset that frames your website. My educated guess (see options above) is that the link has insignificant direct SEO/link value.

Its an authoritative site and very reputable so a link from them would be good no matter how its done because as dzine said it could get you some extra traffic etc.

But from an seo point of view, its not a link to your site, so I can't see it don't much (if anything) for you in respect to rankings, but as noted, its a good site to gain a link on so even if its not going to help directly with seo, its worth trying to get IMO.

If you want to build links that google will support with every update coming out. Then build links only where you plan to get traffic.

This link doesn't have any SEO value, but that doesn't mean it is not good. Like others have pointed out it can give you some referrals as well as making your backlink profile more diverse.
