Is classified submission effective after panda and penguine updates?

I have a question to all seo experts. As we knew from last year, Google has updates, panda and penguin to stop low quality link building tactics and duplicate contents. So I want to know about classified submission. Do you think classified submission is still effective after Google's updates?

Penguin was a link related update, panda was a content related update.

By classifieds, do you mean directories?

There are some directory's that provide good links (Yahoo, DMOZ & Yell), but there are only a few. Submitting to thousands of web directories is not advisable. Industry specific directory's are still useful IMO.

No, I am saying about Press Release because we can also put link in Press Release. Most seo experts are also using press release to improve their keyword ranking. Are they doing wrong?

penguin is mainly focusing on web-spam and Panda is focusing on quality content.

Classified is mostly mostly benefits for eCommerce sites....

Classifieds are effective if you submit your site to high pr classifieds. and same with the press release.

PR Classified are more effective for to get back links, hence forth a small screen shot will be provided for the website by the classifieds also. Which gives high visibility for the website...
