Single Words or Phrases

For Keywords is it better to simply have a list of single words or to have them in phrases?

Phrases are almost always better. It's really hard to optimize for single word keywords. Try searching "paint" vs. "matte paint" to see what I'm talking about - way less competition on more detailed keywords/phrases. It decreases the number of people that will search your keyword, but overall you'll be more likely to actually see the traffic.

Go for both single keywords and phrases. (if you think single keywords are worth the effort).
Ranking for phrases will be step one. Aim for enough different phrases that contain your single keywords, and eventually your rankings for the single words will improve as well.

If operating in very competitive markets, consider adding a first step that is ranking for long tail phrases first, then shorter phrases and finally single keywords.
