Pay Companies for Keyword Optimization?

My site is PR6 at the moment. Reasonably SE. But the bosses want better....

A company asks EURO 500 per keyword to optimize the site. They say they will do something, but we won't be able to see it. Build something ''around'' the site which will keyword optimize it.

It sounds like bullocks to me, for that dough anyway. They can't ever prove THEY got my PR up! I can't even see if they actually DID something.

Should I be warned? Is there a site which informs laymen if their $$$ are spend on promises of companies that can be made true?
How not to be conned?

But is there any explanation why they can't build an invisible facade? Or maybe they just want to spam some keywords. Or create millions of BS backlinks. Or....

I do not have enough knowledge to convince my boss about this. The only fact I can find that nowhere on the www talks about this possibility.

Maybe our competitors gave our phonenumber to this company.....

The only thing that I can imagine them doing is putting up lots of low PR links to your site with the keyword in anchor text... but these would be visible in the backlinks at alltheweb.

You're right, well it's time to get paranoid I guess, i'll keep digging and hopefully have an answer for myself. In the meantime, the company is getting rich....

you'll see that link 1&2 that promise to be the same page are different, they redirect you to another page (switch off Java script) (found this lead on www.voelspriet.nl - dutch SEO type of site)

Unfortunately this is also not what they are doing. The road to Mordor is evry long sometimes.
