Both are best... In order to make your backlinks look natural (thus avoiding any unwanted attention from Google's webspam team / anti-spam algorithms) you should vary your keywords, thus you should make submissions ranging from exact match to (various) broad match(es)

If your keyword is "web designer London" then use these keywords while backlinking "web designer" "web designing London" "web design London" "web designs London" "designer London" etc.

    Make some naked links too.

    From a wise ol ape.
If your key words are "web design London"
    get separate back links for:
    web
    design
    London
using exact match is watering down you BL profile. And will make it harder to rank for those phrases (if you keep creating more and more of them), you'll also cover a lot more ground this way. Add one or two EM, you shouldn't need any more than that. (which you probably already have)

I think that broad keyword and exact keyword both are the best choice. You can try the exact keyword with some minor changes. Please follow this step and get more and more traffic.

Broad keywords are much better than exact keywords. They include broad reach of audience, bring more traffic and are good for branding purpose.

Always use keyword phrase matches for link building.
