Keyword in links
I started link exchange for my website and i have already around 20 links and all of them " Free Webmaster Resources " shoul i continue to build links like this or i should change it for something else. For example " Webmaster Portal " , " Increase traffic " , " SEO " etc.

There are conflicting views on this. All the phrases you mentioned are highly competitive. You might want to consider some less competitive, and also optimize for internal pages too.

you can get almost the same traffic using alot of different and small keyoword instead of a strong one... for example if you do seo for cars you will have to do it for like 5 years instead of that you can got keyowrd like red cars, cool cars, ect and get almost the same traffic in less time

So, you mean that if my link "click here" or " go there" it will give me 0 result in positions. By the way, you mean that i have to leave a lot of links using every single keyword?

If you link using "click here" it's likely that some relevance will be taken from the text immediately surrounding the link (or from the link "title"), but basically it is a bad idea.
If ALL of your anchor text uses the exact same phrase you will likely run into a penalty (with Google at least), so it makes sense to vary your anchors somewhat... Too much variation will dilute the strength of the KW's you are targetting, too little will narrow the field. The trick is to find the right balance.
