A search phrase that an internet user types into a search engine, if you website matches this search engine criteria then you will come up, but it is then upto you to optimize this keyword through directories etc? is this right and also
with the database made, the keywords i mnually put in will be added to the main page of the website so then i have to optimize the site.

Its definitely worth it do pay for the costs if you have the time and knowledge to change the keywords when needed. I would not keep changing keywords regularly or you will never give yourself time to test results. But wait, does this CMS or program that allows you to put your keywords in, only work for the home page? Will it not allow you to do it for every page of your site?
You are right in your definition of a keyword.
