Do all the search engines behave the same way for keywords ?

Please refer the Meta Keyword tag.
Take an example of keywords “World travel agent, world travel agency”
Can a search engine consider this as a duplicate/ repeated keyword situation?
Do all the search engines behave the same way for this situation?
Please give me the information.
