Phrase? Sounds more like a title for an article to me lol
I think maybe you need to have a read of what keywords and keyword phrases are, because what we would call a keyword phrase is something that someone would search for to find your page, not the whole title of an article on a subject!
For example:
participating in the debt consolidation programs with great enthusiasm - is not a phrase
debt consolidation programs - is a phrase
debt consolidation programs in location - is a local phrase
