When does the change in keywords in title and meta tags become effective

If I have created a title tag and meta keywords and description tag for a website which remained in use for some months and SE has indexed it (that reflects in the search results). Now if I change the keywords in the title and meta tags when that change will reflect or be known to the SE.

Generally search engine crawler regularly visit all websites and re-index them with new updates.
If you want to do it manually, you can request search engines to crawl your website soon by submitting your website again in all leading search engines.

    Shortly after it's been spidered.
Do a search for your site buy searching the domain, look for the cache link, that will tell you when it was last spidered and should show you what it saw. If you see the changes, it's been spidered, it may not have indexed the new changes, but try searching the new title and then the old title to see if your changes are making any difference. then you'll know.

Generally SE bots crawls the site and re-index the site but sometime after re-indexing also the meta tags won't change for few days. to avoid this do some link building activity for that particular page where you did changes.

    SE-bots

It targets the keyword and title... as bot crawls what is new in your site and if title, keywords are changed........then it targets the new keyword......
