Anchor text is the text that you click on in a link. So when a link says "click here" - the anchor text is "click here". Generally you would want to use some descriptive anchor text like - Click here to learn about anchor text
The reason it is called anchor text is because the link (or A) element is referred to as an anchor - A for anchor. It takes the attribute href - or hypertext reference which tells it the location it is anchored to.

The format of a link is <a href="http://www.seochat.com">Anchor Text </a>
