Question Best way to list Keywords!

I am having a debate with some fellow co-workers about how to best list the keywords for our site. I think words that need to go together should be put in quotations (ex/"pipe dope" vs pipe dope). They say there should be no grammer what so ever in the list. (no quotes, commas, etc). What do you think is the best way?

    If you're talking about your <meta name="keywords".........

It doesn't really matter, as it will be ignored.

If that's not what you're talking about, maybe you should clarify....

If you mean when checking your ranks in Google should you be using quotes, I would say no. I think most people just tap their term into Google and don't bother with quotes.

    If you don't mean that...

I think you should choose keyword based on Keyword search volume and its competition.

I think you should try to read the website theme and business first after that chose appropriate keywords with the help of keyword tools like Google adword, wordtracker.

Right, I understand what you mean. You're asking whether you should treat them as two entirely separate entities. My advice is type each version into Google and see if the ranks differ - there you will have your answer.
