URL Encoding - SEO Chat

URL Encoding

Google webmaster tools has recently been finding more and more 404 errors on my website but when I look for the pages manually they exist.

What I have found though is that while this link works well.
(URL address blocked: See forum rules)=company

if the '?' gets encoded as below it wont work.
(URL address blocked: See forum rules)=company

Any ideas on what the issue is here?
