What server are you using? htaccess can only be found or integrated into a Linux server using apache module.

Files starting with a dot like .htaccess are hidden files in Linux. For example, with FileZilla (FTP), you have to click on "View" and then on "Show hidden files" to view the hidden files.

(In order to view hidden server files most ftp tools require you to use "-la" to remove the filter and view the files).
