Need help with this code
I am really new to html. I have various codes stored in a document. Somehow I forgot to leave a description of what is it for. Can someone tell me.

the code seems to be something with Yahoo Authentication. I heard that Yahoo have started this kind of a service to clean their DB but it was in Beta mode and i never heard much about it later.
