Not necessarily. They can bring keyword rich content closer to the top of the source code but you can do that with the 'table trick' as well. A lot depends on the design itself, content of a left navigation column for example. I considered it for my own site but rejected using layers as it wasnt necessary. I simply added a paragraph before I got into the links etc. on a left hand column. There however at times very good grounds to use css layers, especially with placement of images that need to be pixel perfect and also with long wordy navigation columns. It isnt a biggie so if you are more compfortable with tables then use them. Consider the table trick however.
