Dynamic URLs: Removing the link permanently.

I need to remove an item from a site, but I'm not sure what I need to do about the URL to that item.

I know I need to do something with it, do I need to add something to the htaccess file to say it has been permanently removed?

    Any advice would be appreciated.

Should I just 301 redirect to the homepage?
