Alt text for mutiple spacer.gif
Is it better to leave alt text blank if a webpage has numerous spacer.gifs? Would it be keyword stuffing if each of the alt text space has keyphrases in it?

yes, but they should be different,
if all are the same, search engines consider that spamming and may ignore them!
