This is mainly said as Search Country.... Below will be helpful....
Search Country - If you have a domain other than www.google.com selected in the Use Google site drop-down list (on the Options tab), you can use this option to quickly restrict the search to your preferred country domain. For example, if you select Use Google site google.ca, then the country search returns results for Canada. (Search Country is not available unless you have a domain other than www.google.com selected in the Use Google site list.)
and its quite great, especially if you are targeting a particular country..
yah its really interesting to see how your sites rank in other countries.
Yes. As even if you take on Google.com it will lead to a page which will give you results related to India (if you are in India) as the google server will take the data for India.... When you select USA it will show you the data of USA... as there is no extension used in Google for USA like it is used for Canada .ca for Australia .au
That's all
I always make sure that every time I check keywords, it's in English and not on a particular country.. Because for me, it's more accurate and most of the keywords I'm using are always search in the U.S., and that's the reason why I use English or the Google English...![]()

it only affects the search results no the rank ......

The results should actually be different if a user from India browse for "Cow" in his local google site (as we know, they are saint there), and a user from USA browse for "Cow" browse trough the USA version.
The difference is caused by the different associations people have in the different countries. Talking about this, I have to mention Latent Semantic Optimization. It's about the Neurolinguistic maps that different people have.
Targetting a particular country improves the audience.

It gives search result from United States Google. If you are live in other country you can use this tool, but you are USA resident than you don't need it.
