I reported the PageRank problem to Google and received the following response.

Thank you for taking the time to report this problem. Installing or updating software, changing security settings, or upgrading your firewall or proxy settings can prevent the PageRank feature from functioning. Users who work behind a proxy or firewall often encounter this problem.


Unfortunately, we do not have a solution to pass along at this time. Our Toolbar Engineering Team is investigating this issue, and we hope to release an improved version of the PageRank feature in the future. In the meantime, we would recommend that you disable PageRank by performing the steps below:


1. Click on the 'Google' logo button.
2. Select 'Help' and then 'Privacy Information.'
3. Uncheck the boxes listed under 'Advanced Features.'


Please let us know if we can assist you further.

I have the same problem, I see the PR on the toolbar only from time to time.
