Can anybody tell me exactly what's the reason. Why is that I can't change things.

Have you read the terms? I'm guessing if there's a violation which the message states, it may have to do with Google viewing CAPS as spammy.
they've been getting more "tight" on what they consider best practice with capitalization and i'm guessing that's what they're referring to. - this is only a guess though.

Hello Salmon James. Have you changed your name recently? Google plus allows name change only after 90 days or 3 months since you changed your name.
Well thanks for showing concerns by actively participating to my thread. I should say that I had read and somehow I managed to change the name. However, Google, didn't let me add (dot)(.) with my name. Even though that's fine.
