Your page with the highest PageRank

In Google Webmaster Tools there is a reference to "Your page with the highest PageRank". It lists the pages with the highest rank by month for the previous 3 months. Is this tool bar PR or algo PR? Reason I ask is the page they list is lower in toolbar PR than other pages on the site. I know toolbar PR means nothing to SERPS, I am just curious...

It's both. Since the Toolbar can update at different times to the datacenters you are seeing "what will be" rather than "what is"... although sometimes you will also see "what was".
