will this type of link pass PR value ? or Not?
I had a link exchange with someone and there page is a PR7, so we exchanged links, but this is the link code that they are using on their page:

Dont quote me on this, but...

I think Google will be able to grab that URL (it can grab URLs through JavaScript) and therefore it should be OK for Page Rank

This would open in a typical new window, the above code you posted only open in a 700 width and 370 height.

But i dont knwo what the class looks liek on the page i.e. if it flashes or whatever.

This is a Dreamweaver created javascript, I use this on my "Tip a friend" links, both for my website and specific articles. Some of those pages are indexed, but not many. And Google haven't cached any of those pages.

This information will probably not make any smarter, but this is how Google handles this javascript at my pages.
